Voting rights for women in the continental United States were passed state by state, until twenty-seven of the forty-eight states had allowed women to vote. The twenty-one states that held off were mostly in the south and in the New England areas. Four states, Washington, Montana, Wyoming, and Utah, allowed women to vote ​before they even became states!
